When you need to rotate an image

Nearly always because something is displaying an image differently from how you shot it:

EXIF orientation, and why it causes so much confusion

When you turn a phone sideways to take a photo, it generally does not turn the pixels. It records the sensor's orientation as a small tag in the file and leaves the image data as the sensor captured it.

Software that reads the tag rotates the photo for display. Software that ignores it shows the raw pixels — sideways. This is why an image can look perfect in your gallery, correct in one browser, and rotated in a document you paste it into. Nothing is broken; two programs simply disagree about a tag.

Rotating here resolves the disagreement by changing the pixels, so there is nothing left to interpret.

Rotating is lossless; flipping is not a crop

A 90, 180 or 270 degree turn moves each pixel to a new position without inventing or discarding any, so there is no quality cost. Arbitrary angles are different — rotating by, say, 7 degrees requires resampling and leaves empty corners to fill.

Flipping mirrors the image along an axis. It is equally lossless, but remember that any text in the picture will read backwards afterwards, which is usually the point when correcting a selfie and usually a mistake otherwise.
