When Should You Convert GIF to PDF?
GIF is an old format that survives mainly for simple graphics and short animations. Converting to PDF usually comes up when a GIF has to become a document:

GIF stores a sequence of frames and timing information so the image can loop. A standard PDF page holds static content — there is no equivalent of a looping frame sequence that ordinary PDF readers will play.
So converting an animated GIF necessarily means choosing a frame. We use the first, which is both predictable and what nearly every other converter does. If a later frame is the one you actually want, extract it as a PNG or JPG first and convert that instead.
GIF Colour Limits and How They Affect the PDF
GIF is limited to 256 colours per frame. That is fine for logos, line drawings, charts and flat graphics, but it means photographs saved as GIF already look banded and posterised before conversion begins.
Conversion cannot restore colours that were discarded when the GIF was created. If you have a photograph in GIF form and a JPG or PNG copy exists, convert from that copy instead for a noticeably better result.
